Katara's just very confused when it comes to Zuko. What he did during the event kind of blew her mind, and so she's a lot more willing to consider trusting him but... every time she thinks about telling him that much, she just thinks about her mother, how much she misses her, and how she's still angry with the Fire Nation soldier who killed her.

She knows Zuko's not responsible for her mother's death, but he's still connected to the Fire Nation, so it's hard for her to just accept him, forgive him, and become friends.

Them becoming friends is going to be a very slow process.
