Are you ready for a shindig, girls and boys?

Hello, hello, Eway! I have an announcement for you! In the spirit of summer fun and mingle posts, in July Peter Pan is organizing another get-together for everyone! Well, not everyone. Only some very special people, and they're invited whether they want to be or not.
I have for you a Lost People party!
What the hell is that, you might ask, and why should you care? To answer your question, this version of Peter Pan also happens to moonlight as a well-known figure called the Pied Piper. Sound familiar? With a set of pan pipes, Peter has been known to use enchanted music to call boys out of their homes at night and join him on merry adventures as his Lost Boys. The music itself can only be heard by certain individuals and is so alluring they'll want to follow it wherever it leads!
And guess what? Wonderland is his new audience.
→ What exactly does this mean, and who's going to hear/not hear this music?
For three nights from July 4-6th, Peter Pan will be playing some flute music once the sun goes down. As this is enchanted music, no matter where you are, no matter what you're doing, you're going to hear it as if someone's playing outside your window, and you're going to want to follow it no matter where it takes you. Maybe outside where some fun and the Pied Piper himself is waiting for you?
The catch is, only some people will be able to hear the flute. This is music for the lonely hearts of Wonderland. It wouldn't be a pity party if just any happy-go-lucky shmuck showed up!
Who is eligible:
• People who feel lost or unloved. If your character feels like they don't fit in where they are, that they aren't loved or supported as much as they could be (or should be) by family or friends, they may hear the pipe.
• People who feel let down or abandoned by people in their lives. Canonically, Emma Swan and Rumplestiltskin would both hear the flute because they'd both been abandoned by their parents and felt orphaned as a result.
• Lonely people. Peter is looking to draw in new friends, so if your character is inwardly looking for relationships, they may hear the pipe.
These definitions are flexible and dependent on the character, so feel free to interpret them however you want! The general theme is people who are misfits, or who relate to being misfits, but nothing is set in stone. If you're not sure, ask! :3
• Along with the people mainly affected by the spell, people who can sense magic might be able to tell something's up! Peter is supposed to be a very powerful magic user, so when he masks a spell he really goes to town masking it, but I leave whether your character would recognize something is up to your guys' discretion as well!
Who is not eligible:
• I love the Once Upon a Time cast, but sadly, Peter doesn't. X( He's going to specifically work the OUaT gang out of this spell so that they can't hear the music and thus crash his party. (That said, you know shenanigans are always welcome. ♥)
• People who have purpose and strong interpersonal relationships. If you have a good home life, if you have a good relationship with your siblings, if you have a bunch of friends you get along great with, you probably won't hear the pipe.
→ What's going to happen?
Each night will be styled a little different than the last, and will thus affect different people/affect people differently. I'm planning on posting a mingle log for all three nights, and consider this blanket permission to play these scenarios out however you, as the player, like.
July 4th, night one: All eligible people will start to hear the pipe playing, and it will sound pleasant to the ears even if you hate the pipes with a burning passion. The music may go on intermittently for a few hours, but there will be no urge to follow it anywhere.
The music itself is designed to inspire good feelings in the person, so it may just be a nice serenade!
July 5th, night two: At the same time of night, Peter will start to play again, but this time the music will be far more pervasive and will encourage people to follow the music out of the mansion.
Regardless of where or how how I ultimately choose to set this part, everyone eligible, no matter what gender or age, will feel compelled to attend. Peter's inviting the whole gang to an outdoor, set the date! People will instinctively know where to go, and there will be enchantments in place so that only those caught up in the pipes will be able to find the final location. (Anyone who isn't and who tries to follow will get lost.)
This will be a group mingle that will run most of the night! While under the enchantment people who show up are going to have a rockin' good time. Having a bad day? Too bad, if you let Peter give you a little mental nudge in the right direction, you'll be having fun and bonding with new people in no time.
July 6th, night three: Once people have gotten a taste of what he's offering and let loose a little, Peter is going call certain eligible people out for a third and final time, but only certain people. This time, only young characters under the age of 21 will be summoned outside. Did someone say fun? The adults aren't here, it's time to party 'til we drop!
This is the main event, so to speak, and what Peter's really after: culling the herd to find which youth will make the best playmates. This will be another group mingle that will run most of the night!
This is where Peter will be a social butterfly, so if you want to catch some time with the Pied Piper, this'll be your best chance.
Whether players choose to participate or not is up to them! The compulsion to follow the Pied Piper will grow the strongest by night three, but if you find at the time you'd rather not get involved, you're more than welcome to say the compulsion failed to make them participate.
The reason I'm posting the OOC info early is to get an idea of who Peter's spell will affect! If you have an eligible character and could sign up, I'd really appreciate it! Mostly because Peter will try his best to ICly keep track of who can hear the pipes, and it would make organization a little easier in that regard.
