This is Zalia, player of Sam Yao (voiceinthedark ) bringing in a second character. Agent Washington from the webseries Red vs Blue which is, in turn, based on Halo.
He's an elite soldier and part of the Freelancer Project which delights in giving all of its operatives the names of US states. Freelancer was all about pairing top soldiers with special suits of armour, upgrades, and AIs, to create super soldiers to help win Earth's war against an alien threat. Instead things went seriously wrong. As they are wont to do.
He's taken from just after the Epsilon incident so he is still young, relatively trusting, and completely sane (He is totally not sane).
