Vendors question!

Do we need mod permission to pick items up from the vendors? Are the vendors played by mods or other players put in charge? What kind of value is assigned to various items (for example, if memories are used in exchange for items, what size of memories do the vendors require for various items -- are items ranged in price by how other-worldly they are from the character? By size? By rarity within their respective worlds?)
