This is Madotsuki. She has no last name.
She is from Yume Nikki, a Japanese (with the most unnecessary English translation available, considering there is no dialogue) freeware game made with RPG Maker available for download online. Madotsuki here is your lead (and arguably only) character, a young woman and hikkikomori who lives her life only playing retro video games and sleeping. Constantly. I'm not kidding, the game is based around her sleeping.
When she sleeps, she enters her dreams, which are constantly lucid for being dreams. They are also very demented. And scary. But she seems to have no problem with it, and manipulates the dreams using a set of various "effects". The way I want to translate this to RP is, Madotsuki will stay in her room while she is awake, but when she falls asleep, she will sleepwalk out and about, interacting with people as if she were awake, only acting as if she is in her dream. Her effects will also magically affect others' real life, too, so if she randomly stabs you or makes it start raining inside, I apologize.
As a result of a lack of dialogue, all I have to go on for personality would be what appears in her dreams (WOO AMATEUR PSYCHOLOGY) and how she can interact with them, but I hope you're not disappointed with what you see!
