Basically, Ruby has a cloak that can prevent her from transforming or transform her back into human form even on a wolf night. The cloak is somewhat bound to her person - it came with her from the Enchanted Forest into Storybrooke, just didn't arrive on her person, and similarly it also crossed frm Storybrooke into Eway. Crowley will discover it in his possession instead, and since he's not a very nice person, once he figures it out he'll offer it up for grabs - sell it for a price to be determined, since it's a rather powerful and useful magical item.

So I'm hoping several people will be interested in bartering with him for the cloak - it could be crucial in helping Ruby gain control with a safety net.
